the sequester. that the cuts will take effect for a short period of time. the pentagon is going with congress to say that they are likely go to furlough more than 700,000 employees if these cuts were to take effect. it's basically going to be a 20% pay cut for those employees. and that's going to trickle down into the economy. now that announcement comes one day after president obama called on congress to act. >>> vice president joe biden is offering up advice on the best way to defend yourself in you with a firearm. in a facebook meeting tuesday, biden talked about the white house efforts to restrict the size of ammunition clips and other proposals. during that chashgts biden said the best thing foreprotection is a shotgun. >> put that double-barrel shotgun and fire two blasts outside the house. i promise you, whoever is coming in is not going to -- you don't need an ar-15. it's harder to aim. it's harder to use. and in fact, you don't need 30 rounds to protect yourself. buy a shotgun. >> buy a shotgun. all right. biden said he keeps two shotguns locked up at home and he's told his wife jill

that americans are com play september about defense cuts and cutting the pentagon. does that make it harder to sway republicans? >> i would point you to what republicans have said about sequester on national security and on our defense readiness. it is a fact that it affects deployment, it affects -- it would have negative impacts on army readiness, it imposes cuts to air force flying hours. i think that is a concern to all americans who worry about our national defense. but it would also, again, result in 0,000 kids getting kicked off of head start. it would rezurlt to cuts in mental health services to children. it would have cuts to teachers and to mental health care. that is to just name a few. to the jobs of first responders and others who would be affected by this. the reason why the list is so long because the sequester was written to be broad and, therefore, not to become policy. we call on congress to take reasonable and appropriate action, to pass legislation that would buy down the sequester, postpone the sequester with a package of spending cuts and revenue increase. we're makin

if the automatic cuts kick in. today pentagon officials said the furloughs over among civilian defense employees will not kick in until late april, not in march. so the talk here about hubs of -- hundreds of thousands of jobs lost would happen over time but not immediately. the president yesterday talking about how people would lose child care, tens of thousands of parents searching for child care. that's not going to happen immediately. it would be over time. jay carney insists just the fear out there is hurting the economy and the point is not whether it's march 1 or march 10. >> what happens on march 1? , march 2? when you say -- the president said hundreds of thousands of jobs. there's not going fob hundreds of thousands the first week. >> no, but there will be job losses. >> quantify this, you're scaring the public that this is going to be happen. >> so the you don't see economic firms are scaring the public and the cbo. >> how do you back up that it's urgent and hundreds of thousands of -- >> i would love to rewind to the questions i get the day of the gdp figure came out for the fourth qu

of the c-span video library at c-span.org. live now to the pentagon for a briefing on civilian layoffs related to the pending sequester cuts happening next week. >> we have notified congress today about potential furlough. today with us we have our undersecretary, mr. robert hale and acting undersecretary jessica wright. here to address questions they do have some comments they would like to start with with respect to sequestration and the actual action that we took today with congress on furlough. then they will be available to take your questions. i will help them in getting your questions address. >> okay. well, good afternoon. today the department faces some the enormous budgetary uncertainty really imperiled in my experience. possibility of sequestration starting on march 1st. by the end of march could mean a 46 billion-dollar reduction in our total topline 9% in all of our accounts except military personnel including wartime accounts. we will protect the wartime operating accounts, but that means larger, disproportionate cuts in the base budget operation and maintenance accounts.
